Chengdu competes with Chongqing, Xi'an, Wuhan and Hefei for every major foreign investment project, and the city and district governments have built a deep toolkit to win. Incentives generally fall into four buckets: cash rewards for registered capital or payroll scale, rent and property relief inside specific parks, tax-related support such as certified high-and-new-technology enterprise status, and talent policies that bundle green cards, children school places, housing subsidies and work-permit fast tracks.

The crucial caveat is that incentives are not automatic. Most are negotiated case by case, must be applied for after a project starts operating, and are tied to promised investment, payroll and tax contributions. Marketing numbers quoted in investor brochures are ceilings, not guarantees. Always read the formal agreement, not the slide deck.

What typically on offer

  • Headquarters rewards: one-off grants for regional or China headquarters, often tied to registered capital and local tax paid.
  • Park rent relief: graduated rent discounts or free months for qualifying companies inside designated parks.
  • High and New Technology Enterprise (HNTE) status: a national certification that brings a preferential CIT rate and R&D super-deductions; application is competitive.
  • Talent programmes: provincial and municipal programmes grant housing subsidies, settlement support and fast-track work permits to senior professionals and internationally recognised experts.
  • Cross-border finance pilots: inside the FTZ, easier cross-border RMB pooling and foreign-exchange facilitation.

Practical Information

  • Address: Chengdu Investment Promotion Bureau and each district investment service centre; the Foreign Expert Bureau handles work permits.
  • Transport: most service counters are in city-centre government buildings and reachable by Metro Line 1 or 2.
  • Opening Hours: weekdays 09:00-17:00.
  • Cost: application support by a specialised consulting firm typically ranges from tens of thousands to a few hundred thousand RMB depending on the programme.
  • Tips: do not rely on a single verbal promise. Ask the district investment officer to put the incentive schedule in the framework agreement before you sign the lease.

For foreign business visitors

Treat the first visit as information gathering, not commitment. Bring a one-page project profile: planned headcount, registered capital, industry, expected tax contribution and timeline. The district will respond with an indicative package. Engage a Chinese law firm or a reputable consultant to compare the Tianfu New Area, Hi-Tech Zone and Qingyang packages side by side. How a real negotiation proceeds

A typical incentive negotiation runs over three months. You first submit a project profile. The district invest bureau replies with an indicative package within two weeks. Then legal and finance teams spend a month trading clauses, usually on clawback conditions and performance milestones. Expect to commit to a minimum payroll, a minimum registered capital and a multi-year tax contribution target. In return you may get graduated rent relief, a capped cash reward tied to actual tax paid, and streamlined work permits for expatriates. Do not ask for everything at once; prioritise two or three items that actually move your business case. Get every promise in writing inside the framework agreement; oral assurances from a friendly invest officer will not survive an official reshuffle. If in doubt, hire a Chengdu-based consultant who has closed similar deals in the same district; their fee is a fraction of the first-year incentive and they know where the unwritten rules are.
